The city of Lowell is a true revitalization success story. The nation's first planned industrial city, Lowell thrived throughout the 19th century, but collapsed into decades of decline post WWI. Recently, Lowell has begun to rebound due to major restoration and revitalization projects. The Acre Neighborhood Revitalization Plan is rebuilding one of Lowell's oldest neighborhoods. The plan creates a lively residential district with opportunities for economic development and new parks and tree-lined streets to provide amenity for residents and encourage new development in this 113-acre neighborhood. Implementation of the plan is ongoing, and, to date, the plan has resulted in over $40 million of private investment.
