Downtown TOD Parcel Study and RFQ Development

Description

This TOD study involved a comprehensive planning analysis of several City-owned, underutilized parcels within a quarter-mile of New Rochelle’s intermodal transportation center serving Amtrak, Metro North, and regional bus systems. This highest and best use analysis included establishing the technical and financial feasibility of air rights development over Metro-North railroad tracks, the planning and design of a new city-owned parking structure and the development of schematic site plans and 3D visualizations illustrating the residential and commercial development potential of each site. After conducting an alternatives analysis and determining how new development would affect density, traffic, aesthetics, sustainability, and urban design, CSS prepared an RFQ for each site to be issued by the City of New Rochelle.
